Margaret R. Bernal, Director
Margaret Bernal is a sociologist, writer and cultural heritage specialist who has served as counsel to galleries, non-profit associations, preservation organizations, and Jamaican government bureaus.
She is particularly noted for her work in promoting Jamaican culture during her husband’s time as Jamaican Ambassador to Washington, D.C.
Luke Browne, Director
Luke Browne is an attorney based in Kingston. He joined Patterson Mair Hamilton in 2020 and focuses on Corporate Finance and Banking and Capital Market transactions. He studied law at Oxford University. His family has owned Y.S. Falls and the surrounding property in St. Elizabeth, Jamaica since 1887.
Carmen Hibbert, Director
Carmen Hibbert is a Bluefields native who has worked in management at Bluefields Bay Villas for decades. She is a pillar of the community, and advises on grants and relief efforts.
Charles “Braxton” Moncure, Director
Braxton Moncure was born in Virginia and attended the University of Virginia and Oxford University.
Deborah Moncure, Chair
Deborah Moncure was born in New York and holds a B.A. in Art History from Tufts University and an M.Arch from the University of Pennsylvania. She moved to Washington, D.C. immediately upon finishing her graduate studies, where she met her husband-to-be, Braxton. She and Braxton began coming to Jamaica together in the late 1970s, and were married in Bluefields in 1983.
Mrs. Moncure has served as CEO of Bluefields Bay: Jamaican Seaside Villas since the resort’s inception, and has been coordinating local education efforts and sustainable development projects for the past three decades.
Andrew “Houston” Moncure, Vice-Chair
Houston Moncure was born in Montego Bay and holds a B.A. in Communications from Temple University.
He has been working as Managing Director of Bluefields Bay: Jamaican Seaside Villas since his graduation in the summer of 2008. He oversees the resort’s day-to-day operations.
Kate Moncure, Secretary
Kate Moncure was born in Egypt and raised all over the world with her U.S. State Department parents. She oversees the execution of BVF projects.
Mary “Rachel” Moncure Martin, Treasurer
Rachel Moncure Martin was born in Montego Bay and holds a Master of Arts in Politics (University of Edinburgh – UK), Master of Science in Management (University Catolica Portuguesa – Portugal), and Master of Business Administration (Massachusetts Institute of Technology Lisbon MBA program).
She has worked at the Jamaican High Commission in London and at Ross & Moncure in Alexandria, VA. She is the Foundation’s Treasurer.
Peter Williams, Director
Peter Williams is a business executive based between Washington, DC and rural Westmoreland, Jamaica. He studied at Durham University, and has worked in positions with the Jamaican government and in the private sector.
His family arrived to Jamaica in the 1600s and have been farming at Kew Park in the mountains of Westmoreland ever since. Kew Park produces some of the best coffee on the island of Jamaica.
